Legal limits vary by state, but ethical breeding registries enforce strict caps to protect the mother’s health and welfare. Under the Responsible Pet Breeders Australia (RPBA) Code of Ethics, a female dog must have no more than 5 litters in her lifetime.

Additionally, ethical guidelines dictate specific breeding ages and mandate adequate recovery time between litters to ensure the long-term well-being of the dam.

While dog breeding can be profitable, ethical breeding requires a significant upfront and ongoing financial investment. Reputable breeders prioritize animal welfare over profit. The costs of responsible breeding include comprehensive veterinary care, DNA and health testing, high-quality nutrition, whelping supplies, microchipping, and vaccinations.

After accounting for these essential health and welfare expenses, the profit margins are often much smaller than backyard breeders or the general public assume.

Yes, in most cases, a dog breeder license is required. However, the specific requirements depend heavily on your state and local council. Most Australian states require breeders to hold a state-issued registration number before selling or advertising puppies. This is known as a Breeder Identification Number (BIN) in NSW, a Supply Number in Queensland, or a Source Number via the Pet Exchange Register (PER) in Victoria.

If you exceed a certain number of breeding dogs, your local council may also require you to register as a commercial Domestic Animal Business (DAB). Check with your specific council before starting as a dog breeder. 

You can verify if someone is a registered dog breeder by checking their credentials through their state government register and their affiliated breeding association. A legitimate breeder will publicly display their state registration number (BIN, Source, or Supply Number) on all advertisements. If they claim to be an RPBA member, you can instantly confirm their active status by entering their member number or phone number into the RPBA’s online Verify Breeder tool.
