RPBA Backs Western Australia’s Bold Move to Curb Puppy Farming Through New Pet Shop Regulations

Responsible Pet Breeders Australia Welcomes Legislation that Prioritises Animal Welfare and Ethical Breeding
Sydney, Australia – Responsible Pet Breeders Australia (RPBA) has voiced full support for the latest reforms implemented in Western Australia under the Dog Amendment (Stop Puppy Farming) Act 2021 and the Dog Amendment Regulation 2024, which aim to phase out puppy farming and reshape pet shop operations across the state.
The regulations – which came into full effect on 26 May 2025 – require pet shops to transition into adoption-focused centres, sourcing dogs solely from approved shelters, pounds, and management facilities.
As Australia’s leading organisation for ethical dog and cat breeders, RPBA commends the Western Australian Government for its strong stance on animal welfare. The move to eliminate the sale of commercially bred puppies in pet shops closely mirrors RPBA’s own long-standing Code of Ethics and standards, which emphasise transparency, welfare-first breeding, and compliance with local and state laws.
“We welcome these reforms as a critical step in dismantling the commercial supply chains that often put profit before the wellbeing of animals,” said Adrian Smith, spokesperson for RPBA. “By shifting pet shops to adoption-based models and tightening regulation, WA is sending a clear message: puppy farming has no place in modern Australia. These reforms align with our mission to support breeders who operate with integrity, compassion, and full accountability.”
Ending puppy farming takes more than policy – it requires every buyer to do their part. RPBA urges all prospective dog owners to avoid impulse purchases and take the time to check that any breeder they engage with meets strict ethical standards.
