Frankston Council requires all dogs and cats over 3 months old to be desexed and registered. Unless you have a valid exemption, you cannot legally keep intact breeding animals.

Your costs and requirements depend on your size, but without an Applicable Organisation membership, the hurdles are steep:

    • For 1–2 fertile females (Microbreeders): While the state exempts you from registering as a commercial business, Frankston’s local laws still require your pets to be desexed. Unless another exemption applies, keeping intact animals violates local registration laws.
    • For 3–10 fertile females: You must register with the council as a Domestic Animal Business (DAB). This forces you to comply with the strict commercial Code of practice for the operation of breeding and rearing businesses, pay annual DAB facility fees, and pay a massive $375.00 per animal every single year just for pet registration.
