The City of Whitehorse requires all dogs and cats over 3 months old to be microchipped and registered. Without an Applicable Organisation membership, the financial and legal burden is heavy on independent breeders:

  • Costly Unsterilised Fees: Whitehorse charges a massive full fee of $228.00 per dog every single year for an unsterilised pet registration.
  • Forced Commercial Status (3–10 fertile females): If you are not a member of an applicable organisation and have 3 or more fertile females, you must generally register with the council as a Domestic Animal Business (DAB).
