When you choose to join Responsible Pet Breeders Australia, you’re not just joining any breeder organisation. You’re joining a government-recognised breeder organisation with official recognition in both Victoria and Queensland. 

This recognition supports breeder credibility, simplifies regulatory compliance, and builds confidence with councils and pet buyers alike.

How RPBA Meets Government Recognition

RPBA holds recognised status under relevant state frameworks. 

In Victoria, RPBA is listed as an approved Applicable Organisation, meaning our governance, code of ethics, member education and oversight meet the state’s requirements.

In Queensland, RPBA is officially listed as an Approved Entity under Queensland’s dog breeder regulations. This means we have met the formal criteria set by the Minister for Agriculture and Fisheries, including ethical standards, governance, and breeder oversight.

This recognition means when you join or comply through RPBA, you align your breeding practice with government‑backed expectation and legislative compliance. We are constantly working to achieve recognition in other states, so stay tuned for more news. 

Responsibilities of a Recognised Organisation

As a recognised organisation, RPBA undertakes the following:

  • Maintain a robust code of ethics and enforce it with members. 
  • Offer education and training so breeders understand their legal obligations and welfare standards.
  • Monitor and audit breeder members to ensure compliance and continuous improvement.
  • Report annually to the supervising government authority as required.

FAQ

It means the organisation has been reviewed and approved by a state authority under the relevant legislation for breeding dogs or cats, and meets the required standards of ethics, welfare and governance.

No. Each state or territory sets its own criteria. Recognition by one state doesn’t automatically mean recognition in another.  If you live in a state where RPBA currently doesn’t have government recognition, rest assured that you’ll still get access to all other benefits of being a RPBA member. We are also working closely with other Australian states to expand and champion breeder recognition programs nationwide.

In Vic, RPBA’s members (termed recreational breeders), do not have to register with their local council as a domestic animal business. RPBA members are also entitled to reduced council registration fees and their animals remain exempted from local compulsory desexing orders.

 

In QLD, RPBA's members do not need to register separately with the state. We add your details to the Queensland Dog Breeder Register on your behalf and your RPBA number becomes your official Supply Number.

No. It means the organisation has systems and standards. Individual breeders still must adhere to best practice; buyers should still ask questions and verify.

Yes! RPBA accepts eligible breeders with 10 or fewer queens or bitches and provides a straightforward transition for those moving from other organisations.
