RPBA Supports Continued Progress Toward Centralised Pet Registration
The Western Australian government’s recent decision to cancel its $9.8 million contract with Seisma Pty Ltd for a statewide digital pet registration portal has created uncertainty for local councils and animal welfare advocates. The portal, part of the broader effort to combat illegal puppy farming, aimed to streamline pet registration through a centralised system.
Local Government Minister Hannah Beazley has confirmed that registration will remain with local councils for now. The WA Local Government Association (WALGA) has called for renewed commitment to a centralised and manageable system that supports community needs and responsible pet ownership.
Responsible Pet Breeders Australia (RPBA) supports the long-term goal of centralised microchipping and pet registration in each state. Similar systems in Victoria and New South Wales have already demonstrated benefits including:
• Easy transfer of microchip details when puppies are rehomed
• Verification of breeder legitimacy to combat scams
• Simpler processes for tracking, updating, or flagging pets
RPBA encourages the WA government to re-engage with stakeholders, including breeders, councils and welfare groups, to co-design a scalable and effective alternative. We are ready to assist in this process, drawing from successful models and national best practices.
For breeders in Western Australia, RPBA offers national visibility, education, and tools that help align with responsible breeding standards. By joining RPBA, WA breeders can prepare for future reform while accessing microchip compliance tools and buyer verification support already in place in other states.
We remain committed to working with all levels of government and industry to promote ethical breeding practices and strong regulatory frameworks.
